Regular Monthly Meeting

March 9, 2009

Midway, GA   31320

The regular monthly meeting for the month of March was called to order at 6:00 p.m. By the Honorable Mayor Don R. Emmons.

Members present:  Clemontine F. Washington, May Pro-Tem; Levern Clancy, jr, Councilman; Jim H. Woods, Councilman; and Henry O Stevens, Sr., Councilman.

The Mayor called the meeting to order with the invocation repeated.  The Pleadge of Allegiance to the United States Flag was recited by everyone.

Approval of Minutes - councilman Woods made the motion to approve the minutes dated February 09, 2009 with the necessary corrections.  This motion was seconded by Councilman Clancy.  Mayor Pro-Tem Washington stated point of order the ordinance numbers needed to be added.  This motion was pass unanimously.

New Business:

Midway Municipal Court - Judge Harvey discussed with Mayor Emmons about having court more than once a month due to Midway Police Dept. Increased court load.  Chief Morningstar thinks it’s still in the early stage and we should wait and use a three month assessment with four officers writing citations.  Chief Morningstar stated that she needs to know the seating capacity, because the courtroom gets extremely crowded sometimes.  She also stated that more chairs are needed for the courtroom.  Mayor Pro-Tem Washington concurs with Chief Morningstar on the seating capacity.  Chief Morningstar stated that she had contacted the Fire Coordinator but hasn’t gotten a reply.  Mayor Emmons stated that he would contact the Fire Coordinator.

Welcome Sign - Mayor Emmons stated we have four entries into the city.  Mayor Emmons stated that we have approximately 10 to 12 thousand in the Hotel/Motel tax account that can only be used for tourism or signs.  Councilman Stevens stated that is expensive for three or four signs.  Mayor Pro-Tem Washington concurs with Councilman Stevens.  Nitro Signs has prepared several sample signs.  After a brief discussion Mayor Emmons stated that Councilman Clancy would get the information from other municipalities.

Solid Waste Resolution - Mayor Emmons stated he has a copy of the plan from Liberty County Solid Waste.  Mayor Emmons stated that the solid waste Resoulution to Transmit is a compliance Resolution.  Mayor Pro-Tem Washington made the motion to adopt the Solid Waste Resolution Transmit 2009-2019.  This motion was seconded by Councilman Stevens.  This motion was passed unanimously.

KNL’s (Kleaning Never Limited) - Occupational License

Mayor Pro-Tem Washington made the motion to open the public hearing.  This motion was seconded by Councilman Clancy.  This motion was passed unanimously.  Mrs. Brown state the nature of her business and how it would be operated.  Mayor Pro-Tem Washington made the motion to close the public hearing.  This motion was passed unanimously.  Councilman Woods made the motion to approve the occupational license for Kleaning Never Limited Occupational License.  This motion was seconded by Mayor Pro-Tem Washington.  This motion was passed unanimously.

Terrence Newsome - Occupational License

Councilman Clancy made the motion to open the public hearing.  This motion was seconded by Councilman Stevens.  This motion was passed unanimously.  Mr. Terrence Newsome stated that the Name will be New Body Tattoo.  No loitering, smoking or drinking in his place of business, it will be a Christian atmosphere.  After a brief discussion Councilman Clancy made the motion to adjourn the public hearing.  This motion was seconded by Councilman Stevens.  Councilman Clancy made the motion to approve New Body Tattoo Occupational License.  This motion was seconded by Councilman Stevens.  This motion passed unanimously.  Councilman Woods sustained.

Mayor Pro-Tem Clemontine F. Washington p Mayor Pro-Tem Washington stated that the Midway Day Festival will be held on April 25, 2009.  Theme:  Midway...A Story to Tell.  The hours of the event will be 10:99 a.m. - 3:00 p.m.  Mayor Pro-Tem Washington will have a committee meeting on March 11, 2009 at 5:00 p.m.

DeShawn Thompson - Mr. Thompson stated that he lives on Edgewater St.  And all types of event go on at approximately 2:00 a.m.  Mr. Thompson stated that he and his family have lived in the area eight months.  Mr. Thompson was told that since he wasn’t on the agenda no action could be made at this meeting.  Mr. Thompson requested to be put on the April 13, 2009 agenda.

Adjourn - Councilman Stevens made the motion to adjourn the regular monthly meeting.  This motion was seconded by Councilman Clancy.  This motion passed unanimously.
