Regular Monthly Meeting
April 13, 2009

The regular monthly meeting for the month of April was called to order at 6:00 p.m. by the Honorable Mayor Don R. Emmons.
Members present: Clemontine F. Washington, Mayor Pro-Tem; Levern Clancy, Jr., Councilman; Jim H. Woods, Councilman; and Henry O. Stevens, Sr., Councilman.
The Mayor called the meeting to order with the invocation repeated. The Pledge of Allegiance to the United States Flag was recited by everyone.
Approval of Minutes Mayor Pro-Tem Washington made the motion to approve the minutes dated March 09, 2009. This motion was seconded by Councilman Clancy. Mayor Pro-Tem Washington stated point of order the ordinance numbers needed to be added. This motion was passed unanimously
A. Fire Dept. Chief Chipp Chief Chipp stated that the Liberty County Fire Authority has ordered five trucks and two of the trucks belong to the Midway Volunteer Fire Dept. A rescue Pumper truck valued at $242,000., and a 3000 gallon tanker truck valued at $216,000. This is part of the one-cent tax that has been paid over the years.
These trucks are a part of the County Master Plan. Asst. Fire Chief Jeffery Bowen gave details about the renovation that are needed at the Midway Volunteer Fire Station. Renovations are needed to store the new trucks and update the offices. The Midway Volunteer Fire Dept is the center point for Liberty County. Asst. Chief Bowens stated that eventually the Midway Volunteer Fire Dept will be having someone on the site 24 hours a day. The volunteer’s fireman has volunteered to help with the renovations.
Mayor Pro-Tem Washington questioned what are the procedures of burning a house? Mayor Pro-Tem Washington wanted to know how the smiley house was chosen
B. DeShaun Thompson Edge Water Street Light Mr. Thompson spoke with neighbors that are currently paying for street lights. Mr. Thompson stated that there aren’t any safety speed bars on Edge Water St. Officer Mark Rich stated that he applied for a grant in the amount of $500,000 sidewalks which would include street lights. Officer Rich also stated that Edge Water is the emergency exit from the schools.
C. Nelson Melendez Neighborhood - Mr. Melendez lives in Arlen Oaks at 218 Julie Lane and he is having problems with kids playing basketball until 1:00 a.m. Officer Rich suggested sending a letter to the residents on this street and getting feed back. Officer Rich state the State curfew hours are 12:00 p.m. 6:00 a.m. and Liberty County curfew hours are 11:00 p.m. 6:00 a.m. and all children should be at home during these hours.
D. Mr. Patel Occupational License Mr. Patel has purchased the Elcheapo #50 Gas Station /Truck Stop. Mr. Patel states that there will be no changes at this time. He will employee five family members and has up to twelve employees. Mr. Patel currently owns three stores in the surrounding area. Mayor Pro-Tem Washington made the motion to approve Mr. Patel occupational license. This motion was seconded by Councilman Stevens. This motion passed unanimously.
E. Midway Police Dept. Mark Rich Officer Rich stated that he will be TAC certifying all persons with the Midway Police Dept. The training takes 17 weeks per person. This training is require by GCIC.
F. Mayor Pro-Tem Clemontine F. Washington Mayor Pro-Tem Washington stated that a large portable stage was secured for the Midway Day Festival. She also stated letters we send out to all the businesses and Midway Middle School has replied that three group would attend the festival.
G. U. S. 2010 Census Count Contract with Liberty County Mayor Emmons stated that Liberty County Commissioners has contract a person at $ 60,000. to make sure Liberty County Census count is correct. The Liberty County Commissioners are asking each municipality to pay their fair share of the expense. Mayor Pro-Tem Washington made the motion to participate with this contract. Councilman Woods seconded the motion. This motion passed unanimously.
H. GMA Spring District 12 Meeting - The Mayor and Council received handout informing the date, places and time of the Spring Listening Session.
Mrs. Valerie West has several questions concerning Sign Ordinance. Portable signs are not permitted but, Fine Feather Friend has been notified and he is still not in compliance.
Mayor Emmons stated that the business will be written a letter.
Adjourn
Councilman Stevens made the motion to adjourn the regular monthly meeting. This motion was seconded by Councilman Woods. This motion passed unanimously.
