Regular Monthly Meeting
August 10, 2009
The regular monthly meeting for the month of August was called to order at 6:00 p.m. by the Honorable Mayor Don R. Emmons.
Members present: Clemontine F. Washington, Mayor Pro-Tem; Levern Clancy, Jr., Councilman; Henry O. Stevens, Sr., Councilman; and Jim H. Woods, Councilman.
The mayor led the council and audience in reciting the Lord’s Prayer and the Pledge of Allegiance to the United States Flag.
Corrections to Minutes Mayor Pro-Tem Washington stated there are three (3) corrections on the July 13, 2009 minutes (1) Page 2 type of business, (2) Item C The word “a” or “the” was missing
(3) “Doug” was spelled incorrectly.
Approval of Minutes- It was moved by Mayor Pro-Tem Washington and seconded by Councilman Stevens to adopt the minutes with the above corrections. The motion passed unanimously.
Old Business
A. Terry Doyle Street Lights for Windy Oaks Court Councilman Woods inspected the area and lights are needed in the area. Mr. Doyle stated during the inspection one person was arrested. Mayor Pro-Tem Washington and Councilman Clancy stated that there are other areas in need of street lights and they want equality for all the citizens. Councilman Clancy will assist Councilman Woods in surveying the areas that are in need of street lights before the next meeting. Councilman Woods move to table this matter until
the Sept. 14th meeting. Councilman Clancy seconded the motion. The motion passed unanimously.
B. Gateway to Coastal Georgia Resolution Mrs. Jo Hickson and her intern Michael Hubert made a presentation of the Midway Road Diet on the Coastal Georgia Greenway. Mr. Hubert defined the route and Mrs. Hickson explained the Tiger Grant. Councilman Clancy made the motion to adopt the Gateway Coastal Georgia Resolution and support the Tiger Grant. Mayor Pro-Tem Washington seconded the motion. The motion passed unanimously.
New Business
A. Liberty County Voters Registrar Mrs. Ella Golden, Supervisor Mrs. Golden requested to delay the appointment of Election Superintendent until approved by The Liberty County Board of Commissioners.
B. Warden Spears Effingham County Prison Mr. Spears stated that his facility houses 250 state inmates and 6 county inmates. This facility has 4 open dorms with 64 inmates per dorm with six isolation cells and it’s a medium security facility. The inmates in this facility are on their way out the system they are giving back to the communities because of their mistakes. They aren’t violent inmates. The inmate’s supervisors must attend mandatory training of 16 hours per year.
The city will be responsible for $43,000 the cost of the supervisor’s annual salary, transportation (bus or van), and equipment or materials to be used by the inmates. Mr. Dwayne Fairfax asked how the resident’s will be notified that inmates will be working in the area. Mayor Emmons stated it will be in the local paper. It was suggested that a town hall meeting be held to hear comments from the citizens.
The City Attorney will review a sample contract.
C. Marvin Pope - Wasn’t present.
D. City Signs Mayor Pro-Tem Washington wanted to know if there was a dead line to use the funds. Mrs. Gwendolyn Lowe stated yes and that she was written up by the Holland Henry and Bromley Auditing firm because of these funds. Mayor Emmons stated that the project could be completed in 30 days. Councilman Woods made the motion to pick the green colored city signs with bronze lettering. The motion died lack of a second.
E. New Equipment Attached are a list of tractors. Mayor Emmons stated that he would like to purchase the Husler Model Super Z $7,900. (60 inch 31 hp). Councilman Clancy made a motion to disapprove this purchase. Mayor Pro-Tem Washington seconded the motion. This motion passed unanimously.
F. Devine Trinity Personal Care Home # 2 Occupational License Mrs. Debra Attical made her presentation and stated that she has a question for Mrs. Townsend on the clients of clients that would be served. The tax map number is 242-008 within the Interstate Corridor. Mrs. Townsend wasn’t present. Councilman Clancy made a motion to disapprove this occupational
license. Councilman Woods seconded the motion. This motion passed unanimously.
G. Crayons and Doodles Day Care Occupational License The business license was withdrawn by the petitioner prior to the meeting.
H. Rev. Doug Walker Temporary Signs Gabrielle Hartage from the Liberty Consolidated Planning Commission presented a list of Pastor Walker temporary Signs. The correction is 38 feet from the edge of the road not 20 feet from the Right-of-way which is 100 feet from State Route 38 on Martin Rd. Mrs. Hartage will check with Trent Long on the Rightof-way width. Councilman Clancy moved to accept items one thru three (1-3) on the “list”, if the sign is 38 feet away from the edge of the road. Councilman Stevens seconded the motion. This motion passed unanimously.
I. Cook Portable Warehouses Occupational Licenses Mr. Derrick Jones apologize for not seeking a license first. Mr. Jones stated that he had a consignment agreement with the property owner Mr. Allen Fillingame to sell a maximum of twelve to fourteen (12-14), portable storage houses on the Midway Auto Sales lot.
Councilman Clancy made the motion to approve Cook’s Portable Warehouses Occupational Licenses. Councilman Woods seconded the motion. This motion passed unanimously.
J. Mayor Pro-Tem Washington moved to adopt the Resolution authorizing the Referendum for the sale of alcoholic Beverages on Sunday to appear on the ballot on November 3rd. Councilman Woods
seconded the motion. This motion passed unanimously.
Adjournment
It was moved by Councilman Clancy seconded by Councilman Woods to adjourn the regular monthly meeting. The meeting adjourned at 7:39 p.m.
