Regular Monthly Meeting

The regular monthly meeting for the month of December was called to order at 6:00 p.m. by the Honorable Mayor Don R. Emmons.
Members present: Clemontine F. Washington, Mayor Pro-Tem; Levern Clancy, Jr., Councilman and Henry O. Stevens, Sr., Councilman.
The Mayor called the meeting to order with the invocation repeated. The Pledge of Allegiance to the United States Flag was recited by everyone.
Approval of Minutes Mayor Pro-Tem Washington noted the following corrections…1. Page two Dr. Rollin Jackson was omitted on the third line. 2. Mr. Thomas Hicky from the Hinesville Area Art Council requested a Proclamation from the City of Midway, was inadvertently omitted. Councilman Stevens made the motion to approve the minutes dated November 10, 2008 with the noted corrections. This motion was seconded by Councilman Clancy. This motion was passed unanimously.
Old Business
Adult Entertainment Moratorium Extension City Attorney Richard Braun is incomplete and additional 30 days extension will be necessary for completion. Councilman Clancy made the motion to approve a 60 days extension of the moratorium. This motion was seconded by Mayor Pro-Tem Washington. This motion was passed unanimously.
New Business
George Ginter Sign Ordinance Mr. Ginter a Trustee of Midway United Methodist Church; came in reference to the City of Midway Sign Ordinance. Mr. Ginter stated that the notification for the improper sign installation should be addressed to him instead of the Pastor. Mr. Ginter stated his church signs were not the only signs that were not in compliance of City’s Ordinance. Mr. Ginter presented 16 pictures if other signs within the city that were also in violation. Mr. Dennis Cristenson was also present representing the Midway United Methodist Church. City Attorney Richard Braun stated that the Pastor of the church was the correct person to receive the notification.
Gwendolyn Lowe Finance Director Ms. Lowe informed the Council that she found a new source of revenue, by filing Form PT-38 to the Georgia Dept of Revenue.
Zoning Ordinance Amendments (Sign Ordinance) 2007-0016 Mrs. Attical presented the amendment Sect 32.42 to the City’s Sign Ordinance. The amendment added the State requirements for electronic billboards. This is the first reading of the amendment with a Public Hearing. Mayor Pro-Tem Washington made the motion to open the public hearing. This motion was seconded by Councilman Clancy. This motion passed unanimously. During the public hearing the new Digital Billboards and the brightness of signs were discussed. Councilman Clancy made the motion to close the public hearing. This motion was seconded by Mayor Pro-Tem Washington. This motion passed unanimously.
Acceptances of Infrastructure, Hickory Hill Subdivision
This subdivision has 78 lots with only 5 or 6 vacant at this time. There were noted paving problems that were in need of correction. Mayor Pro-Tem Washington made the motion to table the Acceptances of Infrastructure at Hickory Hill Subdivision until January 12, 2009. Councilman Stevens seconded the motion. This motion passed unanimously.
Paul Krebs Construction Co. Proposal A proposal from Krebs Construction in the amount of $ 10,500, to install 6”water lines under Martin Rd. Mayor Pro-Tem Washington suggested that we get more than one bid. Mayor Emmons stated another proposal will be obtained.
Comprehensive Plan Resolution Mayor Pro-Tem Washington made the motion to adopt and approve the Resolution to accept the Liberty County Comprehensive Plan. Councilman Stevens seconded the motion. This motion passed unanimously.
Executive Session Personnel Councilman Clancy made the motion to go into Executive Session to discuss personnel.
Councilman Stevens seconded the motion. This motion passed unanimously. Councilman Clancy made the motion to adjourn Executive Session. Councilman Stevens seconded the motion. This motion passed unanimously. Mayor Pro-Tem Washington move to approve the following Christmas bonuses for the City of Midway Employees 2008 Christmas Bonuses $300.00 for employees with over five years of service, $150.00 for employees with over two years of service and $100.00 for employees with one year or less service. No bonus for new hire. Councilman Clancy seconded the motion. This motion passed unanimously.
Adjourn Councilman Stevens made the motion to adjourn the regular monthly meeting. This motion was seconded by Councilman Clancy. This motion was passed unanimously.
